Uruhan is the verified addition
NerveLabs added Uruhan as a playable race in Update 7. That is the firm current fact for players returning from an earlier build or comparing old character-creation material with the live game.
The update also added more dialogue that reacts to race. It does not publish a complete catalog of those lines or prove that every conversation changes.

What the Current Race Record Supports
Choose without an invented stat ranking
The registered official sources do not provide a current race-stat matrix, racial ability list or numeric comparison. Race should therefore be treated as a character and dialogue choice unless the live interface supplies a clearly documented effect.
Do not import racial rules from Morrowind merely because the game cites it as an inspiration. Inspiration describes a broad design lineage, not matching statistics or progression systems.
Changing race later
Update 7 added a mirror on the southern shore that changes race. The announcement confirms the shore-level location clue and the function, but not a precise coordinate, fee, cooldown or full list of restrictions.
The same update notes that a non-host co-op player can change race in a single-player game so the change affects that multiplayer character. Host and save behavior beyond that statement remains outside the verified boundary.
Race and appearance are separate questions
Update 7 also added the official console command `changeappearance`. The command is documented for appearance, while the southern-shore mirror is the official race-change feature. Do not assume the command performs the mirror's job.
